Add extra content block to homepage #41

Requirement:

a. On the Homepage we would like to have a set of extra content blocks that can be managed from the admin panel. As you can see on our deploy here we have an extra image added to illustrate the categories available in our budget proposals. It would be useful if on the homepage, between the header and the cards area we could add more content similar to the header (eg: duplicate a block just like the header - aka the hero text and image).

Objectives

Allow add a new content block after financed domain component with a WYSIWYG editor.

@decembrya Is this content supposed to replace the content of the "financed_domains" section (which can't be configured from the administration panel and is defined in the deploy.yml file) or is it supposed to appear below it? I think Olivia already told us, but we've forgotten the details; sorry!

Checked with @overeha, this content is supposed to be placed below the "financed_domains" section.

@decembrya What kind of content/style do you have in mind here? At some point, Olivia mentioned you people could provide a wireframe if needed, but it looks like we forgot to confirm a wireframe would be useful; sorry again! A wireframe would indeed be useful.
