Hide Voting Booths from admin panel when a user disables Polls from Settings > Participation Processes #8

Accessing any sub-item in Voting Booths, after having disabled Polls from Settings > Participation Processes will yield a 403 error anyway. Might as well hide this from the left-hand admin panel.
