Migrate models to new city model #368

What does it fix?

This is part 2 of the #327 issue and contains the migration that will link the current NGO models to the new City model. This has to be deployed after this commit is deployed https://github.com/code4romania/ro-help/commit/2608adf10e54769cc4691968ec93704656c93868 and the list of cities is imported using the admin interface.

How has it been tested?

start container on the develop branch
switch to this branch in another terminal window
shell in the running container and run ./manage.py migrate
