[Aparare] Migrate PHP scraper to Python #80

As part of our long-term strategy, we are reducing the number of platforms the scrapers are written on top of.

This issue is about migrating the scraper for Aparare to Python:

the existing PHP code is here
the guide for Python scrapers is here
the guide for logging is here

Conditions of satisfaction

the new code follows the guide for Python scrapers
- written using Scrapy
- organised in the existing structure under scrapy/czl-scrape/spiders
- read the entire guide at https://github.com/code4romania/czl-scrape/wiki/Ghid-pentru-scrapere-Python
existing tests pass
the data outputted by the new scraper is the same as the old one (or better)
