Rework polling stations selection #226

In order to identify the polling station observer now has to fill in the following dropdowns

province GET api/v1/province
county GET api/v1/province/{provinceCode}/counties
municipality GET api/v1/county/{countyCode}/municipalities

numberOfPollingStations is on the municipality response now. Polling stations are identified by provinceCode, countyCode, and communityCode. Send province ,communityCode to all requests that contain countyCode.
