implemented tasks 226, 227 #229

Implements the mentioned tasks. Testing should be done, I expect any bugs to be easily fixable, the large part of the refactoring was done.

looks good, tested on an emulator and it works. Small issues were fixed by me. Medium issue found: after you select a polling station ,proceed to forms and then navigate back it will not allow you to change county or municipality
