This is a work in progress. What works:

• using the docker compose env from api ( npm run start:docker )
• cleaned up hardcoded urls
• Added messages route
• Added header with counts per type
• added UI component for showing incidents
• added button at the bottom to load more incidents
• wiring for paginated results for all incident types
• getting more messages of a type

What does not work:

• approving/rejecting incidents
• changing tab
• showing anything other than pending incidents
