What does it fix?

Implements the UI for the profile picture change dialog.

@AlexandraDamaschin I changed the Cancel Button's size but it still might not be wide enough. I don't know how wide I should make it. You can hold the button down to see its click region. But I can address this issue again somewhere in the very near future, because I plan to make a pull request for the delete account dialog, which is very similar to this one.
