Abstract info into config.js so it can more easily be deployed for Fresno City #1

There were a few points in the app when sac-city and sac-county were hard-coded into the data scripts as well as the UI code, which made getting the app stood up for Fresno City (which also uses Netfile). I think I pulled out all of the bits into config.js in the project root which is used across the code base. Theoretically, we just have to change this file (and blow away everything in /data) to get this working for another elected body.
