Better error message for generic (avrdude: stk500_recv(): programmer is not responding) response. #923

What change would like to see?

We should provide a more informative error message when you get the generic 
"avrdude: stk500_recv(): programmer is not responding".  We already provide a 
link to the troubleshooting, but it's in the status bar and not clickable.  We 
should provide some information directly in the editor console.
