Apostrophes in page title display incorrectly "User's Computer" shows as "Userâ€™s Computer" #99

What steps will reproduce the problem?
1. Application incorrectly displays Apostrophes in page titles

Since it uses the computer name and titles the site as "User's Computer" this 
causes it to display:

Userâ€™s Computer

When it should read:
User's Computer
