Overhaul Release Creation #383

Updated CreateRelease and RunQueuedReleases to not emit a release:create event
Added comments to release_mutation and release_handler for future refactoring
Adjusted where a release is 'started' to be where the db entry is created instead of end of the function
Updated release_test as the release struct is no longer emitted. Grab it from release extension event that IS emitted now and pull the release data from it's payload
