Unwind Failed Deploys Improvements #427

Unwinds rollbacks with scaling operations
Handles removing deploys/rs when they are a 'new' service part of an existing deploy
Grabs ReplicaSet definitions before Deployment and stores in-memory
Simplifies testing framework for Deployments test
