This was opened as a second PR because the original one had some undiscovered issues.
There are currently issues regarding mutations of services after building the paginator.
Created Generic Paginator Component
Added *.orig files to gitignore to prevent accidentally checking in merge artifacts
Updated Project/Services to take advantage of generalized paginator component
Updated ReactIcon for Releases. DoubleRight no longer exists, replaced with material-ui "Code" icon
