Add new decompounding annotators and resources to DKPro #140

Currently DKPro Core have types to support decompounding and two decompounding 
annotators (BananaSplit and JWordSplit).
However it lacks a flexible annotator which separates the decompounding process 
into a "splitting" and a "ranking" part, allowing different combination of 
splitters and rankers.
