The TreeTagger homepage and models have all moved to 

http://www.cis.uni-muenchen.de/~schmid/tools/TreeTagger/

The Ant script must be updated accordingly.

I have not found the 
ftp://ftp.ims.uni-stuttgart.de/pub/corpora/tree-tagger-windows-3.2.zip in the 
new homepage.

The link is somewhat hidden, below the chunker parameter files.
