Update the ant scripts to 0.6 version #202

Some ant scripts are using the 0.4 version for the macros. They should be 
updated to 0.6 version.

In the process, the model building should be change to use the 
install-stub-and-upstream-file macro.

Still missing: treetagger (asl), sfst (gpl), berkeleyparser (gpl). 

Most work will be the treetagger one... better do the others first
