[io.bnc] BncReader currently supports no tagset mappings to dkpro types #84

BncReader currently supports no tagset mappings to dkpro types. There should be 
ways to specify the tagset. The language must also be added as a parameter - 
both together can be used to drive a MappingProvider.

Support added. Language parameter was already there. Tagset and mapping 
parameters added.
