Improve the overview so width can be adjusted directly

Side handles to adjust width and the whole overview area should be grab hand 
draggable.

Initial implementation of draggable overview implemented in r277.  Mouse cursor 
changes when in highlighted 
region.  User can drag highlighted region to the left and right.  Need to 
disallow scrolling of highlighted region 
off the right side of the overview axis (left-scrolling is properly bounded at 
this point).
