Extend to CoC to explicitly explain how to report and how to deal with the report #18

At the moment, the CoC only says: "If you are being harassed, notice that someone else is being harassed, or have any other concerns, please contact one of the organisers immediately." It would be good to extend that in 2 ways:

  1. Who should you report issues to, what information you should provide and what you should expect to happen next,
  2. How organisers are meant to deal with such reports.

This probably needs 2 variants: one for workshops and one for online.
