[Feature Request] Go to Options and change the "Minimum Speed". #174

I wish that there was an option to change the Minimum Speed. Right now, I have the key "[" set to Decrease Speed and if I decrease it too much the speed will go down to 0.07. But I would like to make it a different number. Like 0.25 instead.
