[MVP] Logged-in users should be able to submit another entry #18

Logged-in users on /dashboard should be able to submit other entries to categories they do not have an active entry in.

Currently users can go to /apply to submit another entry, but if they're logged in, we need to make sure that instead of seeing the "enter your email address" ask on third page, they're able to submit after the first page.
