[WIP] - setup for moderator page.

Initial setup for role based user system.

• [x] create root user
• [ ] send root user's credentials to secure email.
• [ ] root can create and manage moderator.
• [ ] root can manage user (active/deactivate).
• [ ] moderators can create new moderator.
• [ ] moderators can manage user (active/deactivate).

I'm not able to resolved merge conflicts, So closing this and will start over.
