Add `/resources html-css` command

@codemaven_sooz and @jonathandos on Slack have volunteered to take on implementing this endpoint.

Tasks:

1. When a user types /resources html-css advanced, they should see a list of HTML/CSS resources that looks something like:

(except unlike the screenshot, it'll be about "Advanced HTML/CSS resources," not Python resources)

2. When a user types /resources html-css, they'll see ALL the beginner, intermediate, and advanced resources.

3. If you see anything on https://github.com/codebuddies/greetbot/wiki/03-Adding-Resources,-and-Resource-Display-Templates that could be clarified or updated, please help us improve it!

Thanks for taking this on. Please leave a comment if you have any questions. Also, it'd be good to get a sense of how long this PR takes, so we can get a sense of how much effort it would take to add other resource commands -- like /resources sql or /resources ruby or /resources git.

I think I'm set up to start working on this :)

@FavoredFortune - I'm wondering if the best way to avoid duplicating each other's work would be for each of us to focus on incorporating resources from a different level (Beginner, Intermediate, or Advanced). I can start with Beginner, unless you've already made some headway there. What do you think?

I'm happy to start on advanced and meet In the middle Jonathan. Letts touch base whenever one of us is ready to do intermediate and see where the other is.
