Update welcome message based on codebuddies/codebuddies#911

Also add a /help command to ping various bits to users - such as /help hangouts will give the info about hangouts only

Is this still necessary, since we added more information to the welcome message and also have a slack etiquette at http://codebuddies.org/slack

We have done both of those, but might be nice to quick-link to http://codebuddies.org/slack via a /help

That's something that could also be set up quickly on the Slack admin autoresponder, though I'm not against someone submitting a PR on greetbot for it too.
