Provide Admin Interface for the adding/editing of Messages #9

Still in the pie-in-the-sky phase - but it would be really nice to have a non-code interface for the addition of new messages or resources for the bot. This would NOT be for the addition of a new endpoint (or slash command or event) - just for small changes to existing functionality. Haven't thought it through much further than that, but welcome suggestions or thoughts at this stage.

@BethanyG I think this is great, but seems like a far future feature - let's add to back log for now?

not so much admin feature, but the view-resources feature we've just merged in #64 is a start to something like this
