Update WPCS and PHP_Codesniffer #62

This pull updates the WordPress Coding Standards sniffs to the latest version, 0.12.0. It also updates PHP_Codesniffer to version 2.9.1. This is not the very latest version (that would be 3.0.2), but the highest compatible with WPCS (for now, see #718).
