Update WordPress Coding Standards #65

The WordPress Coding Standards PHP_CodeSniffer rules have been updated to version 0.14.0.

This updates the Composer dependency to use the new version.

Some of the commits in this diff are pretty old and I think most are already merged onto master. Would you mind rebasing down to just https://github.com/codeclimate/codeclimate-phpcodesniffer/pull/65/commits/3ccdd8982bbf6d3683d94d096a864246c0e2bf1f ?

Hi @desrosj! Thanks for bringing this to our attention! I just bumped wpcs to 0.14.0 in this PR (https://github.com/codeclimate/codeclimate-phpcodesniffer/pull/69), so you should be all set. I'll close this PR.
