Updating to phpmd 2.9, added new rules to Category file #52

Updating to 2.9 as the existing version fails to run my config file properly. Ran into the following issue. https://github.com/codeclimate/codeclimate-phpmd/issues/49

Not sure if this needs to go into a different channel
