Add test-prof #154

We use test-prof/rubocop to guage our specs and make sure everything is up to snuff, it would be nice if we could also not have to diverge our .rubocop.yml between environments

Sorry this is taking so long. I am currently updating some channels to include latest rubocop version, if you don't mind doing this against the latest channel/rubocop-0-76 branch I will be happy to merge this in.
