Update rubocop to 1.22.2 #302

@fede-moya it's notable that the rubocop-1-22-2 channel doesn't have rubocop 1.22.2 on it, so we should merge this PR to make the channel usable.

I need to update the docs though, and make the new safety sections format properly.

@fede-moya the updates are done.

I had to add a state machine to the docs formatter to get the new formatting patterns right, so it took a bit of iteration. The results should look good now. It even fixes code blocks that were there before this version, but were indented poorly with the old code.

It should be good to merge now.
