Huge Update!

This update brings the o7 - bot into the new realms of discords api.

Changes

Restructured the code base (sorted the whole folder structure)
Refactored the code base (cleaned unused stuff)
Migrated most eve related commands to Slash commands
Implemented a plugin system for easier feature development & integration
implemented cross sharding in order to run the bot in more threads
created example documentation
updated npm/yarn packages
moved from npm to yarn
added pino logging
added rate limits
added ci / cd
