preload PR coverage report #52

As discussed on slack, load coverage report as soon as PR is loaded (even if not on diff view)

@thomasrockhu-codecov The client-side cache invalidation here is not accurate, we had decided to check if this can be cached at the server. I'm not sure about the status of that part.
