Enable time driven queries of Bundle Analysis Reports #1482

Is your feature request related to a problem? Please describe. Developer managers would like to see bundle analysis data over time. In order to accomplish this, we must start storing bundle analysis reports (or data about those reports) into a time-series DB

Describe the solution you'd like Time-series DB stores bundle analysis data Serves queries that the UI wants to see (see list of queries below - WIP)

@aj-codecov @codecovdesign - we'll need to know what kind of metrics over time (or other metrics) we're planning for in Q2.

@JerrySentry I believe we are already addressing this in issue https://github.com/codecov/engineering-team/issues/1413. Could you confirm if there's any other help needed from the Platform team for this work? Also, can we link any related issues from 1413 here to keep a record of where this work is being handled?
