Update PR comment to only show patch coverage for flags and components by default unless project coverage is turned on. #1656

Follow on from #1078 - ensure that this behavior also extends to what customers would see for flags/components.

1189 proposes a table structure to better dis-ambiguate project vs patch. I propose we make that change as part of this ticket, and to accomplish the original intent of this ticket, we drop the project column by default.
