Add an annotation to explain the visual cue for indicating the number of reports targeting the line

Customers do not understand what this number means, and it creates confusion. As you can read the slack thread conversation.

Solution

We should add an annotation to explain what the number means. Credit to @vlad-ko's for the good suggestion: "No. reports with line"

So couple things:

• We went with the grey because the number indicator can be any of the three colours (red, yellow, green) not just green.
• We styled it alongside to match the current legends present: Uncovered, Partial, Covered so it doesn't feel out of place.
• I don't believe these upload counts should be on the pulls page (hence no legend entry atm), i believe it's only intended to be on the commits page, because we have the upload card where you can toggle them, this may be a regression from the table refractors cc @aj-codecov
