Feature Request: Conditional flexibility for coverage thresholds #370

Ratchet flexibility. Users would like the ability to set different thresholds for their coverage level, based on the state of the repository. As an example: every PR should increase coverage, unless coverage is over 80% – in which case it’s fine to regress coverage, but not below 75%. -- It may be possible to achieve this with current codecov configuration options, but it’s not clear how
