Partly covered lines are not being counted as missed lines. #421

We should change the wording for the PR page to show the number of of "lines not fully covered". It currently displays "missing lines" which is confusing when the file involves same-line conditionals, or "partials". The cause of the confusion is due to the line being both "hit" and "missed".
