Fix coc and styling

Description

1. Automatically include German CoC for German posts and English CoC for English posts
2. Make it more semantically correct by using unordered lists and list items
3. Move the include tag inside main article div for consistent styling
4. ToDo: Add German intro introduction de_code_of_conduct.html file
