Preliminary PR for Ownership Capability #43

This is a patch attempt for Issue #42 , it's not the full proper implementation for this in the provider, as I'm not a GO expert nor have the full required understanding of this provider's architecture or the PBI API architecture internals.

You should merge this somewhere along the tests for 1.3.2 and add a test case for the issue.
