Be able to build static HNLS #39

Got it working for version 8.10.7, 9.0.2, and 9.2.8. Still working on 9.4.5, 9.6.2.

However, this doesn't seem to be the major contributor to the closure size. HLS itself with all its plugins has a size of 6-7GB.

Going to stop worrying about this for now.
