Add publishing stats back

The build completed in 4 hours, but inverted_file/by_hierarchy.json was too big for github (i.e. larger than 100MB).

I wonder if we can do something about these large by_hierachy files.

🚨 Sending up the bat signal for @bjwebb! 🚨 This might be a good one for you to take a look at.

I think there are at least three issues here still:

• timeliness stats won’t work, because (like codeforIATI/dashboard#2) they rely on historical data. Because this all lives on github and runs on github actions, it would be good to store Just Enough historical data. I.e. only store the stuff we need, rather than gitaggregate-dated. (Obvs there are advantages to storing a complete history of everything, but I’m just not sure we can afford it.)
• by_hierarchy.json and bottom_hierarchy.json are both pretty massive – particularly the inverted-publisher versions, but really all of them. It would be nice if this could be avoided somehow… I don’t really understand how the @no_aggregation decorator works, but it seems as though something like that could help here?
• adding publishing stats has made stats generation twice as slow. It would be nice to speed this up a bit. I’ve tried disabling some of the stats that don’t appear to be used by the dashboard, but I suspect lots more could be disabled
