Updates OrganisationRegistrationAgency

There appears to be one issue in that the attributes on codelist-item are ordered differently, compared with the original -- but I don't know if that is worth fixing?

e.g. 

<codelist-item status="active" public-database="1">

rather than

<codelist-item public-database="1" status="active">

Don’t know if it’s worth fixing, but I’ve had a go in #54.
