Don't create empty narrative elements #58

In this PR, we currently have a lot of empty narrative elements being created, e.g.: https://github.com/codeforIATI/IATI-Codelists-NonEmbedded/blob/2fb6a9ce80cdc3ac983968ee2bcb9edec5baa4b0/xml/Sector.xml#L1149-L1151

By default, we shouldn't create these elements with empty narratives.
