What did you expect the data to look like?
- Expected at least some activities to have non-0 value budgets
What did it look like instead?
- All budgets in the Liberia country file for EC DEVCO have 0 value.
How did the problem manifest?
- IATI Registry dataset for Liberia: https://iatiregistry.org/dataset/ec-devco-lr
- Using lxml, show that there are 455 budget elements, and 455 budget elements have a budget of value 0:

```

Have you contacted the publisher, and/or IATI Support?
- Not yet. Will contact at the same time as #16.

I raised this with DEVCO. NB planned disbursements are also available in the data, but I'm unsure how they relate to budgets.

This is still an an issue.

Just adding that the publisher has since changed their identifier which has trickled down to all other identifiers.

This is no longer the case -- some projects now have budgets, e.g. this one: https://d-portal.org/q.xml?aid=XI-IATI-EC_INTPA-2021/422-008

For Liberia, seven projects have budgets for 2021.
