International Labour Organization’s organisation-identifier is enclosed in quotation marks #21

Explanation of the issue

The organisation-identifier in ILO’s org file is enclosed in quotation marks. This means that the organisation identifier provided on the registry and in the reporting-org/@ref is:

XM-DAC-41302

…but the organisation-identifier provided in the organisation file is:

"XM-DAC-41302"

This issue means org ID finder does not list International Labour Organization, since the extra quotation marks means these identifiers do not match.

To fix this, the quotation marks should be removed.
