It would be useful to include a CONTRIBUTING.md that documents how issues are raised and processed.

Here’s the current process:

When a new issue is raised, the issue template asks the person raising it to contact the publisher in question. There’s an email template for doing so.
The publisher label is then added automatically
The issue is then bumped every 30 days by a bot, asking for an update on the issue. If it’s now resolved, the issue should be closed. Otherwise, someone should confirm that the issue is ongoing.
