Explanation of the issue

Finland publish a handful of activities that seem to include a duplicate tag element, but these do not include the code attribute

This is a schema validation issue

This was spotted via the IATI COVID-19 Funding Dashboard project, and has added it to an errors log: https://ocha-dap.github.io/hdx-scraper-iati-viz/errors.log
