Value-date in EU data is incorrect

Explanation of the issue

The value-date for all EC-INTPA transactions is incorrect.
Currently, it's 2022-04-26 (see for example this activity).
This creates issues when importing and converting data to another currency (e.g. USD), as historical amounts in USD may be larger or smaller than they should be.

Additional context

What were you trying to do when you encountered this issue? Trying to import data to the Liberia Projects Dashboard
Did the issue prevent you from carrying out your task, or hinder you in some way? Please provide some details. It created inaccuracies in the USD amounts and led to errors when exporting the data again in EUR. We are working around this by ignoring the value-date in the EU IATI data for now, instead using the transaction date.
