World Bank organisation-identifier mismatch #6

Explanation of the bug

We found that The World Bank has reported a different organisation-identifier to their reporting-org/@ref in their organisation file.

This means they now have two profiles on d-portal.

  1. No data, just org-file http://d-portal.org/ctrack.html?publisher=44002#view=main
  2. All data, incomplete org-file http://d-portal.org/ctrack.html?publisher=44000#view=main

Unsure. Was raised here with tech-team mentioned.

Have raised it again directly via email to IATI Support and Publisher contact. Awaiting response.

Received a response yesterday:

I am not sure that our reporting is incorrect. The World Bank (44000) publish data for the International Development Association (44200) and the International Bank for Development and Reconstruction (44100).

The World Bank only publish a Organisation file for the International Development Association, so I think the reported information is correct?

Might need to dig out the publishing guidance for this so that things are clearer for how we handle multiple organisations in an org file. Also raised here.

Will await response from IATI Support on the matter.

Problem still applies - and it might be an ongoing issue with the org identifier element and how publishers are using it.

This has been confirmed as an ongoing issue by the tech team as it is about how a particular publisher interprets the guidance document of this IATI element usage.

I believe this could qualify as an evergreen issue as the publisher sees no error in their usage of the element and it is more of a publisher relation with the standard for the IATI tech team.

Furthermore, it looks like the IATI Support ticket has been deleted/hidden so I can't nudge or follow through. What do you think, @andylolz?
